For any application which, in the opinion of the Building Inspector or of any Board under whose jurisdiction an application is reviewed, requires the expertise of professional consultants, engineers or attorneys, or which requires inspections, tests, or studies of any kind, which are deemed necessary to substantiate the application, the applicant shall be subject to such additional cost and expense. All such additional fees, which shall be based upon either the flat rates, or the hourly rates estimated by such consultants, engineers, or attorneys, shall be pre-arranged with the applicant and paid for by the applicant, and shall be imposed in addition to any costs and expense for publication, filing and postage.
