A major Nor'easter Storm is expected to impact Nyack starting overnight tonight!
The Village of Nyack has declared a snow emergency starting at 10PM, Monday, February 12, 2024. Potential for snow from 9" to 12" after midnight Monday and into Tuesday afternoon.

• 9 - 12" of snow likely across much of the Lower Hudson Valley starting around 1am tonight into Tuesday afternoon.

• Snowfall Rates: Up to 1"/hour possible, snow could be heavy at times.

• Snow expected to end on Tuesday afternoon. High near 35* and wind chill values between 20* and 25*.

• Road conditions will create hazardous driving conditions. Please, if possible, stay off the roads until the storm has passed.

• Sidewalks are required to be cleared of snow within 24 hours after the cessation of snowfall so as to create a clear path of a minimum width of 36 inches; and sprinkle sand and/or deicer upon ice when that ice cannot be readily removed.

• Do NOT shovel or plow snow into the roadway.

Snow Emergency Overview

The Nyack Village Board of Trustees, as the legislative body of an incorporated village in the State of New York, pursuant to Village Law 4-412, has jurisdiction over the public roadways with the Village of Nyack. Furthermore, the Nyack Village Board may, pursuant to Vehicle and Traffic Law 1640(18), and Village Code 330-55, declare a snow emergency based upon existing or forecasted weather conditions, and designate any roadway or portion thereof as a snow emergency route.

The purpose of this policy is to ensure the public safety and welfare during storm conditions which may cause the Village roads to become hazardous to automobile and pedestrian travel, and to ensure adequate passage and access for Emergency Service vehicles, including but not limited to Police, Fire, Ambulance and other first responders.

Snow Emergency Policy

In addition to the above, the below procedure is to be followed in the event of a snow accumulation of two inches or greater.

Snow Storm Warning Notification

If a snow storm advisory is projecting a snow fall of two inches (2”) or more, and an advisory has been issued by Rockland County Emergency Management, or other official state or federal notification systems, the Superintendent of Public works is to be notified as soon as it begins to snow in order to allow him to direct an efficient response to the snow event.

Measurement of Snow Fall and Snow Emergency Implementation

The Superintendent of Public Works, or his designee, will check the depth of the snow accumulation at the Veterans Memorial Park on Main Street. He will first verify that there was no prior accumulation on the ground that will affect the measurements. Once verified, this information is to be entered into his daily log, noting locations. As snow then accumulates, measurements should be taken in three locations with the Park area, for example: the sidewalk, brick courtyard, on the top of the brick wall on the south side of the park. He should select those locations that are best unaffected by wind or blowing snow. Every time a measurement is taken he shall enter the time and locations in his daily log.

Once two inches (2”) of snow has accumulated, it is deemed to be a snow emergency. The time and date is to be noted in the Superintendent of Public Works’ daily log. Upon notification by the Superintendent of Public Works that two inches (2”) of snowfall has accumulated, a recommendation to implement a Snow Emergency shall be made by the Superintendent of Public Works to the Mayor, or to the Senior Elected Official if the Mayor is out of the Village; the Village Administrator shall also be so advised. Upon recommendation by the Village Administrator and the Superintendent of Public Works, and after any necessary consultation as may be required, the Mayor or Senior Elected Official may declare the snow emergency.

The process of notification will begin as soon as possible after the official measurement of two inches (2’) of snow. The following notification systems will be used to make public notification of the Snow Emergency implementation.

• Village Social Media - Follow us on Facebook (@nyackvillage) or Instagram (villageofnyack) for updates and lifting of the snow emergency.
• Web Site – Visit www.nyack-ny.gov for Snow Emergency notifications, updates and lifting of the snow emergency.
• Radio Notifications – The following radio stations will announce Snow Emergency notifications and updates: 100.7 WHUD; 107.1 The Peak; K104.7; 92.9; WGHQ; WBNR; WLNA.
• Emergency Alert through the NY Alert System – We provide notifications and updates for Snow Emergencies to the public through the NY Alert System. The NY Alert System can reach phones, pagers, etc. This information will provide the time of the start of the Snow Emergency and lifting of the Snow Emergency. Sign up for New York Alert here.

Please note that notifications will be sent out for both implementation and the lifting of the Snow Emergency.

Snow Emergency Parking Restrictions

Upon the official announcement that a Snow Emergency has been declared in the Village of Nyack, the following Village streets will become no parking zones under special parking restrictions as reference in Village Code Section 330-55 until the Snow Emergency has been lifted.

• Main Street (from Franklin Street to Water Street)
• Hudson Avenue (from Franklin Street to Piermont Avenue)
• Depew Avenue (from Franklin Street to Memorial Park)
• Burd Street (from Franklin Street to Water Street)
• High Avenue (from Franklin Street to Gedney Street)

Off Street Parking Availability

Off street parking will be made available free of charge during the Snow Emergency time frame in all municipally owned parking lots (Artopee, Riverspace, Catherine Street, Spear Street, and the Marina) Vehicles must be removed within 12 hours of the lifting of the Snow Emergency.

“No Parking” Enforcement

The Snow Emergency Policy outlines those streets (listed above) as “No Parking” under a special parking restriction effective during a Snow Emergency Declaration. Every person convicted of a violation of the special parking restrictions contained in the Snow Emergency Policy shall be subject to the penalties set forth in Village Code Section 330-57, to the extent that a first conviction shall be punished by a fine of not more that $50; a second conviction by a fine of not more than $100; and upon a third conviction by a fine not more than $250. Additionally, all vehicles violating the special parking restriction contained in the Snow Emergency Policy may be towed at the expense of the owner.

Notice Provisions

The Village of Nyack Department of Public Work is directed to post traffic control devices, consisting of signs containing notice of the special parking restrictions contained in the Snow Emergency Policy, on the streets referenced herein.

End of Snow Emergency

The prohibition of parking on the streets listed in this policy will remain in effect until snow fall has ceased and all streets are cleared of snow as determined by the Superintendent of Public Works or his designee.

The date and time off the lifting of the Snow Emergency will be noted by the Superintendent of Public Works or his designed in his daily log.

The process of notification that the Snow Emergency has been lifted will follow the same protocol as the Snow Emergency implementation listed above.

Parking Lots Available

Village Parking Lots on Main Street and at the Nyack Marina are available to residents free of charge starting Monday night until the storm has passed. An update will be sent when the snow emergency is lifted, and ample time will be provided for residents to move cars out of the lots so they can be safely cleared.

Please move cars off the roads so that DPW crews can safely plow and treat the roads by moving cars into driveways or lots if possible - this is mandatory in the Snow Emergency Zones (see map). Cars may be ticketed or towed if not moved.

Home Prep Checklist

• Don't get caught in the dark. Have a lights-out kit that's well stocked and handy. Be sure to include flashlights, fresh batteries, and a battery-operated radio or TV so that you can tune to local stations for updates.
